Lunapic.com offers great animated gif support in photo editing.

To Add an animated GIF to the top of a photo, use these steps:

• Upload your photo from the Homepage at http://lunapic.com/
• Once uploaded, proceed to the Effects Menu and select Blend two images
• Upload your Animated GIF and confirm. 
• You'll then be given a screen to place / rotate  and resize the pasted animated gif. 
• Apply when done and use the Save or Share buttons below the image!
