Unfortunately, heavily blurred images are not fixable like they are on TV.  If you can't see details in the original image, there probably isn't a way to make them appear. 

You can make an image a little better looking though using our Photo Restore effect (menu -> Adjust -> Photo Restore) or photo adjustments.
