So, a quick workaround would be to  negative - add drop shadow - negative again.     

First, you'd negate your image    Filters -> Negative

Then add a black drop shadow    Borders -> Drop Shadow

Then you'd negate your image    Filters -> Negative  .. which will turn it back normal, with a white drop shadow!
